K\u00f6ln \u00dcniversitesinden 1976 y\u0131l\u0131nda organik kimya dal\u0131nda doktora derecesini ald\u0131. Balc\u0131, 1976-1980 y\u0131llar\u0131 aras\u0131nda s\u0131ras\u0131yla Almanya\u2019da K\u00f6ln \u00dcniversitesi ve Siegen \u00dcniversitesi, Amerika\u2019da Florida ve Porto Riko \u00dcniversitesinde doktora sonras\u0131 ara\u015ft\u0131rmalar yapt\u0131. 1980 y\u0131l\u0131nda Atat\u00fcrk \u00dcniversitesi Kimya B\u00f6l\u00fcm\u00fcnde Doktor Asistan olarak g\u00f6reve ba\u015flad\u0131 ve 1981 y\u0131l\u0131nda Do\u00e7ent, 1987 y\u0131l\u0131nda da Profes\u00f6r oldu. 1986 y\u0131l\u0131nda Almanya\u2019da K\u00f6ln \u00dcniversitesi ve 1996 y\u0131l\u0131nda Amerika Auburn \u00dcniversitesinde misafir ara\u015ft\u0131r\u0131c\u0131 ve \u00f6\u011fretim \u00fcyesi olarak \u00e7al\u0131\u015ft\u0131. Balc\u0131, 1987 y\u0131l\u0131nda Orta Do\u011fu Teknik \u00dcniversitesi Rekt\u00f6rl\u00fc\u011f\u00fc&#8217;n\u00fcn teklifi \u00fczerine ODT\u00dc\u2019ye ge\u00e7ti ve 2015 y\u0131l\u0131nda emekli oldu.<\/p>\n\n\n\n<p>\u00d6d\u00fclleri: T\u00dcB\u0130TAK Te\u015fvik \u00d6d\u00fcl\u00fc, T\u00dcB\u0130TAK Bilim \u00d6d\u00fcl\u00fc, T\u00fcrkiye Bilimler Akademisi Asli \u00dcyeli\u011fi, K\u00fclt\u00fcr Bakanl\u0131\u011f\u0131 Bilim \u00c7a\u011f\u0131 \u00d6d\u00fcl\u00fc, ODT\u00dc Y\u0131l\u0131n En \u0130yi E\u011fitimcisi \u00f6d\u00fcl\u00fc. Atat\u00fcrk \u00dcniversitesi Kimya B\u00f6l\u00fcm\u00fc&#8217;ndeki NMR laboratuvarlar\u0131na 2010 y\u0131l\u0131nda ad\u0131 verildi. Balc\u0131, T\u00fcrkiye Bilimler Akademisi&#8217;nin se\u00e7ilmi\u015f \u00fcyesidir.
